We have seen the national media endlessly condemning the Prime Minister for the recent proroguing of Parliament until March 3, 2010.   
It is interesting to note that when the Liberal government of the day under Jean Chretien prorogued Parliament (four times in 10 years) the last time for four months, that action didn’t seem to faze the national media. In fact, there was little media attention and most Canadians seemed unaware of the event or its political implications.

We are almost a month into the New Year and these past few weeks have been both productive and pleasant.
By spending most of my time in and around the constituency, I had the opportunity to attend a council meeting in Raymond and a public information meeting in Cardston to discuss livestock and property damage problems caused by wildlife; concerns brought forth in this meeting will be promptly shared with the appropriate government agencies.

Winter is already here and along with the cold season comes the New Year. Before we all take a well deserved break and say goodbye to these final days of 2009, there are a few things I would like to share with you.
First, I am pleased to report that Alberta remains the best place in Canada to invest and make a living. A recent comparison of Alberta’s tax system with the tax systems of other provinces indicates that our province’s tax rates are the most competitive in the country, for both individuals and corporations. In fact, Alberta has the lowest overall taxes in Canada. In 2009, Albertans and Alberta businesses would have paid anywhere from $10.7 billion to nearly $19 billion more in taxes had they been located in any other province. What’s more, Alberta remains the only jurisdiction with no provincial sales tax, and Albertans still pay the lowest fuel taxes north of border. Hence, low taxes are and will continue to be part of the Alberta advantage next year and beyond.
Speaking of the future, The Government of Alberta has a clear plan for a strong economic recovery. The Way Forward will bring Alberta back into a surplus position in three years by trimming government spending; using cash reserves to protect key programs; continuing to invest in public infrastructure; and ensuring that our province's industries are competitive and continue to attract investment in order to provide jobs and prosperity.
In constituency-related matters, I recently presented the Taber Golf Club with a $125,000.00 cheque. This Community Facility Enhancement grant will improve the efficiency of the Golf Club’s irrigation system and will ensure that Taber’s greens stay green. The Community Facility Enhancement Program’s objective is to provide financial assistance for the expansion and upgrading of Alberta’s extensive network of community-use facilities.
I also spent some time in Cardston where I spoke at a Rotary Luncheon on December 8. As well, I attended several events around the Province on behalf of Minister Groeneveld. I am pleased that the Magrath High School choir performed at the Legislature on December 13. I heard their performance was fantastic! Congratulations and thank you!
Finally, I want use these last few lines to wish everyone a safe and happy holiday season.

Holiday Season is fast approaching and the fall legislative session is coming to an end. Over the past few months our government has been working hard to prepare for Alberta’s future.
While we are still feeling the effects of the recent recession, our economy is showing early signs of a recovery. Still, until this recovery fully materializes, our fiscal policy will remain one of restraint and balance. We will limit government spending with minimal affect to our core public services.
Health care continues to be one of our main concerns. We are introducing change to ensure the patient – not the system – is the priority. We began implementation by reducing administration, reducing the cost of drugs and laying out a plan for seniors’ housing and continuing care. We also announced a three-year plan to increase access to community resources with almost 800 new spaces for the aging, disabled and mentally ill. This move will see an increase in available acute care beds to relieve emergency department pressures. The driving factors in this shift were to make resources more readily available in the community – where people want them – while addressing wait times. The move has been criticized. But no matter what criticism is leveled, we must never lose sight of our main priority, the patient.
The focus has already spurred innovation in our publicly funded health system. More procedures are done in physician or other health provider offices and through remote or mobile means than ever before. A patient with kidney disease can receive dialysis treatment in a small community instead of in a major hospital. Paramedics will soon be able to treat and release patients instead of making them wait in emergency departments. Minor surgeries take place in physicians’ offices every day. Pharmacists can alter and prescribe medications. These are just a few examples. The role of the hospital is changing to become a center for acute illness. The role of the physician is becoming the coach of the health team, not the only player.
In addition to being your voice in the Legislative Assembly, I have been busy attending a number of events in our constituency. On Nov. 9, I spoke at the Kiwanis Club of Taber for their Monthly Dinner Meeting.
More recently, I was at the Town of Cardston Remembrance Day Ceremony to commemorate and acknowledge the valuable contributions and sacrifices made by past and present members of our armed forces. This was a humbling moment for all of us who owe so much to those who made and continue to make our freedom possible.
On Nov. 13, I had the pleasure to attend the hanging of a quilt made of original Terry Fox t-shirts. The event took place at the Town of Taber Public Library. The quilt will be displayed and used for the purpose of educating our youth. I would like to take this opportunity to recognize all of those who worked on this one of a kind project. Well done!
